Office and Role Context The Office of Student Equity and Title IX is located in the Student Services Division. The Office aims to provide wrap-around services centered in equity and access, supporting students through programs and resources to help each student achieve educational goals. The Director of Student Equity and Title IX provides leadership over the College's Student Equity Plan and equity grants, and serves as Title IX Coordinator. Summary of the Position Plans, directs, and coordinates the college's student equity and Title IX programs and services. Directs outreach activities to promote the programs and identify potential participants. Serves as the primary investigator in Title IX, student equity, and discrimination/harassment concerns. Distinguishing Career Features The Director, Student Equity and Title IX provides leadership and oversight for implementing the campus equity framework and long-range goals related to equity, inclusion, and alignment with the College mission. Oversees Title IX activities, delegates, and training in collaboration with Human Resources, Student Conduct, Campus Safety, and Athletics to ensure staff and students are trained and compliant. Essential Duties and Responsibilities Lead and oversee the development of the college’s Student Equity (SE) program and activities, including budget monitoring and management. Lead and oversee SE strategies through collaboration with faculty, staff, administration and students. Oversee SE administration, including resource development and personnel management, in accordance with laws, regulations, district policies, procedures, and collective bargaining agreements. Develop and present reports and documentation in compliance with District, college, and State Chancellor’s Office requirements. Develop and implement high‑impact programs to increase enrollment of underrepresented and disadvantaged students; establish support systems to promote retention and inclusion. Plan, develop, implement, and manage comprehensive programs and services for educationally and socio-economically disadvantaged and historically underrepresented students. Collaborate with Research and Institutional Effectiveness to plan and coordinate research and professional development for Student Equity and Achievement and Study Equity Plans based on data-driven assessment. Develop, write, and implement grants and align with other grants and programs to support student achievement, retention, and completion. Develop and implement SE processes to ensure program compliance, performance review, and reporting. Develop methods to support equity and inclusion in the college's learning strategies. Support SE activities with community and social agencies to recruit identified populations. Title IX areas of responsibility: investigate, report, and present findings; ensure compliance with policies; train faculty, management, and staff; advise complainants and respondents; provide consultative services; coordinate training for students on Title IX rights. Perform other related duties; abide by District policies including Code of Professional Ethics. Knowledge and Skills Specialized professional knowledge of Student Equity and Title IX programs, including evaluation, budget management, and compliance with laws, regulations, policies and procedures. Working knowledge of college development theory and student equity issues. Knowledge of accountability planning for Student Equity and Title IX with state regulations. Knowledge of supervisory practices, evaluation and team development. Knowledge of CCC Student Equity Program guidelines and regulations. Knowledge of evaluation and statistical methods for research and reporting. Understanding of IT needs and solutions to support responsibilities. Strong oral and written communication; ability to prepare professional reports. Strong human relations skills to engage educators, agencies, and students and convey technical information to diverse audiences. Knowledge of college, district, community, and social service referral sources. Abilities Ability to perform essential responsibilities and functions. Ability to develop program standards and measurable outcomes. Ability to interpret and apply State Education Code, Government Code, Title IX, and related regulations. Ability to develop and administer budgets. Ability to represent the college and District to large groups of students, faculty, and community members. Understanding of and commitment to meeting the needs of diverse individuals. Ability to work collaboratively with internal and external stakeholders to recruit students and support engagement and retention. Ability to advocate for the programs supervised and uphold the college's core values. Strong communication skills with students, faculty, staff, and community members. Ability to direct, train, and coordinate office staff and maintain cooperative relationships. Education and Experience Must possess a Bachelor’s degree in Education or Public Administration and three to five years of related experience. Must have at least one year of experience in conducting discrimination, harassment and retaliation investigations and one year of developing and delivering effective training programs. Equivalency may be considered. Desired Qualifications A Master's degree or JD with experience in student equity and working within collective bargaining contracts; demonstrated expertise in overseeing budgets and administering grant allocations with fiscal accountability. Additional Information The incumbent is a mandated reporter under the California Child Abuse and Neglect Reporting Act and must comply with related requirements.
