Dean of Students/Title IX Coordinator Reporting to the Associate Vice President for Student Success, the Dean of Students/Title IX Coordinator is a senior-level administrative position in the Division of Academic Affairs and is responsible for the administration, planning, supervision, and financial management of the following departments and/or programs: Title IX Team, Dean of Students Office, Student Conduct, University Health Services, Counseling Services, Residence Life, Billingsly Student Center, University Police Department, Partners In Prevention grant program, and Sexual Violence Prevention grant program. The Dean of Students/Title IX Coordinator functions independently within the guidelines of the University's personnel policies and regulations, coordinates with all appropriate unit heads, and exercises considerable judgment and initiative in planning, organizing, and completing assignments. Essential Duties: Administration Support department, division and University strategic planning initiatives, mission, vision, and educational priority. Provides leadership, administration, and training related to the wide range of student activities that promote student rights and responsibilities. Facilitates a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds. In accordance with University policy and applicable laws, supervise, evaluate, hire, direct, reward, discipline, and resolve problems with and for personnel working in the Dean of Students Office, Student Conduct, University Health Services, Counseling Services, Residence Life, Billingsly Student Center, University Police Department, Partners In Prevention grant program, and Sexual Violence Prevention grant program; provides vision/direction, support, and accountability for the administrative, student well-being and safety, student community and development, facilities, and continuous improvement duties of the residence life staff. Maintains a close working relationship with all areas of the University, with special emphasis on the following offices: institution's Legal Counsel, the Office of Human Resources, the Director of Student Conduct & Residence Life, Counseling Services, Sexual Violence Prevention Coordinator, and other University administrators. Serve as an "After Hours" on-call staff member. While on-call, must be capable of independent thought and action to ensure the safety, security, and welfare of the student body. Share responsibility for response to campus emergencies with campus emergency response team. Recommend, revise, and administer student-related University policies, practices and procedures in compliance with applicable local, state and federal laws and University policies. Serves as a resource to the entire University community regarding conflict management and resolution programs and services. Work collaboratively with the Office of Institutional Effectiveness and departments in the Academic Affairs division to collect, interpret and apply data for the purposes of planning, program improvement and enhanced effectiveness. Foster personal communication and interaction with students, including referral of students to appropriate offices and agencies. Serve on departmental, divisional, and University committees; represent the department at campus presentations. Share responsibility for response to campus emergencies with campus emergency response team. Remains competent and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses, being aware of applicable local, state, and federal laws, understanding high impact practices, and attending training and/or courses as required. Recommend, revise, and administer student-related University policies, practices, and procedures. Serve as a liaison to the Vice President for Academic Affairs and Associate Vice President of Student Success in litigious matters involving students. Serve as a liaison with University Relations & Marketing; respond to queries from the media, the public, and others regarding campus disciplinary issues. Serve as direct point of contact for students and employees who are engaged in a resolution process, as well as their parents and/or attorneys. Oversees the administration of applicable grant programs such as Partners in Prevention and Sexual Violence Prevention. Coordinate the federal and state compliance calendars and monitor/track compliance activities, ensuring the institution remains in good standing. Completes the institution's Biennial Review in accordance with federal law. Serves as an investigator for other institutional matters, if/when designated by the Director of Human Resources. Represents the Dean of Students areas as needed, as appropriate, and as requested (e.g., committees/meetings, teams, community projects, University functions). Contributes to the overall success of the University by performing other duties as assigned by the Vice President of Academic Affairs, Associate Vice President for Student Success, University President, or the Board of Governors. Student Advocate Respond to student medical situations, complaints, concerns, and questions. Identify strategies that create and sustain student engagement and community building environments and experiences. Develop a plan to identify and enhance programs and services for special populations across campus i.e., commuter students, graduate students, non-traditional students, and an increasing number of parents and families within the MSSU community. Ensure the continuity of the Behavior Intervention Team (BIT) and serve as a member of the BIT, providing support for meeting management, case tracking and response, as needed. Collaborates with the Early Alert team and support behavior related Early Alert issues. Serve as the Chief Student Conduct Officer for the University and, as such, is responsible for overseeing the development, implementation, and administration of the Student Conduct system in the management of responses to student conduct issues. Assists with the reporting of student conduct complaints by individuals, departments, and organizations, conducts preliminary investigations into student conduct as appropriate by interviewing students and other witnesses, and organizes conduct hearings to resolve student conduct cases, maintain appropriate records, monitor sanctions, and follow-up with complainants when necessary. Provide guidance to programs and services designed to meet the educational and developmental needs of students in relation to community standards, conflict management and resolution, civility, academic integrity, and leadership. Title IX Serves as the University's official designee and subject-matter expert on requirements of and compliance with Title IX, VAWA, Campus SaVE, Clery, and related federal and state laws. Develops, implements, coordinates, conducts, assesses, and tracks educational programs and initiatives designed to educate and support faculty, staff, and students regarding their rights and, where applicable, obligations under Title IX. This includes reporting, options/responsibilities, support services, university policy and applicable disciplinary code, grievance procedures, and confidential resources. Serves as the primary recipient of the institution's complaints filed under the Sexual Harassment Policy and makes determinations as to which reports fall within the scope of the institution's Sexual Harassment Policy. Conduct investigations of complaints in accordance with the University's Sexual Harassment Policy, which oversees, coordinates and ensures investigations of reports and complaints of sexual misconduct are adequate, reliable, timely, equitable, confidential, and impartial. Reviews proposed sanctions for sexual misconduct before they are imposed to ensure that they are reasonably calculated to stop the sexual misconduct and prevent its recurrence. Issue appropriate sanctions and enforce disciplinary sanctions when applicable. Chairs the Title IX team. When appropriate, identifies and supervises other investigators, advisors, adjudicators, and other parties responsible for carrying out the institution's Sexual Harassment Policy and Procedures. Selects, trains, and oversees designated parties of the process across critical areas of the institution; ensures investigators, adjudicators and those involved with processing Title IX complaints are adequately trained in compliance with Title IX guidance. Maintains or develops relationships with external organizations, including City of Joplin Sexual Assault Team, local Police Departments, and SANE nurses. Develops and implements a comprehensive case management system that includes each reported complaint involving sex discrimination, sexual misconduct, sexual harassment, domestic violence, dating violence, and stalking. Develops and maintains an annual report of the data related to the institution's Sexual Harassment Policy (e.g., number of reports, number of complaints, types of complainants and respondents, time to resolution). Identify and develop responses to patterns in the data that affect campus climate. In consultation with University administration, leads the development and/or implementation of University climate surveys pertaining to sexual misconduct, sexual harassment, domestic violence, dating violence, and/or stalking. Collaborates with the University's Police Department to ensure accuracy in reporting annual crime statistics, as required by the Jeanne Clery Act. Education, Experience, and Licenses Minimum qualifications: Master's degree. Familiarity with Title IX, VAWA, Campus SaVE, Family Educational Rights and Privacy Act (FERPA). and related federal and state laws. Three years progressive experience in education, program management or administration is required. Experience in presenting educational and training programs. Strong organizational, interpersonal, writing and speaking skills, and the ability to communicate effectively within an educational environment.
