Minimum Qualifications Bachelor’s degree in a related field or equivalent and 2 years of professional experience Preferred Qualifications Prior experience working in student financial aid administration. Position Summary The Assistant Director of Student Financial Aid and Federal Work-Study (FWS) Program Manager assumes primary administrative responsibility for all aspects of the program in the Office of Student Financial Aid (OSFA). This position annually manages more than $1 million in federal funds providing part-time employment to approximately eligible need-based students. This position is responsible for managing an employment website, all Human Resources/payroll/supervision/training duties for America Reads Tutors and other off-campus site student workers under the FWS program, reviewing and documenting policies and procedures, advising and assisting participating University departments and students, executing and adjusting FWS awards, account reconciliations, monthly monitoring of expenditures levels and associated reporting, assistance with annual FISAP report preparation and submission, and off-campus site development and oversight. This position serves as liaison to off-campus agencies employing or interested in employing FWS student workers. This position reports to the Senior Associate Director. Duties/Responsibilities Duties/Responsibilities Manages FWS program in a manner that ensures full utilization of allocated funding, adheres to related rules/policies/practices, FWS jobs develop students’ skills and are project-based to the maximum extent practicable, work is aligned with students’ academic and career interests to the maximum extent practicable, and working relationships with on- and off-campus partners are constructive and accountable.
Maintains thorough documentation of eligibility determinations, adjustments, and transactions, as well as payroll and program records for purposes of audits and program reviews
Ensures all communications related to the FWS program are relevant, accurate, professional, accessible, timely, and prominent
Authorizes, logs, and tracks all FWS-related personnel documents in UGA systems (financial, personnel, SIS, etc.) and monitors changes; ensures historical record of documents is maintained in accordance with applicable record retention and archival requirements
Manages the FWS employment job (web) site in coordination with appropriate university staff, including web designer(s), to ensure FWS jobs are created and posted in a timely and accurate manner using clear descriptions of the work and any student learning outcomes, are aligned with students’ programs of study to the maximum extent practicable, and include, to the maximum extent possible, relevant details on location, rate of pay, work hours, and supervisor name(s).
Percentage of time Duties/Responsibilities Compiles/analyzes payroll expenditures from prior and current award year to assist with budget and Administrative Cost Allowance projections, forecast planned year expenditures, and simulate financial aid award packaging.
Reviews and reconciles all payroll reports to ensure accuracy and consistency; investigates and resolves any discrepancies
Assists with data preparation, compilation, management, and analysis of FWS section(s) for annual Fiscal Operations and Application to Participate (FISAP)
Monitors student earnings to alert student and supervisor of remaining earnings and/or limitations on future earnings; adjusts FWS awards for students to continue earning, as allowable; communicates with supervisor status of student earnings and adjustments through reports and in advisory capacity
Communicates with OSFA management team and staff to ensure FWS eligibility determinations are accurate and reasonable, and that FWS award adjustments are made appropriately and timely; conducts or participates in staff training on related topics
Percentage of time Duties/Responsibilities If assigned temporary or permanent staff to supervise, ensures effective supervision of staff and monitor work for accuracy, compliance, timeliness, and professionalism
Evaluate applications, interview, and hire/place all off-campus FWS student workers, including America Reads/America Counts tutors
Obtains and enters time and attendance records into UGA system(s) for all off-campus FWS student workers to ensure accurate, timely payment of wages earned; complies with all applicable deadlines
Develops off-campus FWS jobs with non-profit organizations in alignment with students’ programs of study to the maximum extent practicable, including placements under the America Reads/America Counts programs or in support of other relevant academic or institutional initiatives such as Experiential Learning
Drafts and executes all contractual agreements between UGA and off-campus sites for FWS; ensures draft agreements are reviewed and approved by UGA Legal Affairs staff
Serves as co-supervisor, along with site supervisor, for off-campus FWS jobs; responsibilities include routine monitoring of sites to ensure
Percentage of time Duties/Responsibilities Regularly revises, updates, and distributes FWS Manual for site supervisors to ensure awareness of and adherence with all applicable regulations, policies, and procedures; Effectively communicates to on- and off-campus sites the requirements and costs for participating in the FWS program, as well as procedures for hiring, paying, and evaluating FWS student workers
On at least an annual basis, solicits and analyzes needs for FWS positions at on- and off-campus sites; prepares summary and determines appropriate distributions in collaboration with supervisor and, if necessary, Director
Maintains effective working relationship with participating on- and off-campus sites; cultivates identification of needs and opportunities for new or revised FWS placements and/or job duties
Visits on- and off-campus sites with FWS placements to meet with site supervisors and assess level of constructive working environment and compliance with FWS regulations, policies, and procedures; establish corrective action plan as necessary and with approval of supervisor and Director
Percentage of time Duties/Responsibilities Routinely informs supervisor and other members of management team of status updates regarding the FWS program; communicates regularly with fellow Assistant Directors and the Senior Assistant Directors on mutual topics of interest affecting respective areas
Notifies site supervisors and/or departmental liaisons of any changes to award amounts and recalculates maximum number of hours per week the student can work
Develops, plans, and delivers training sessions and orientation sessions, as appropriate, for students to understand FWS and worksite responsibilities, and for site supervisors and/or departmental liaisons to understand FWS participation requirements and worksite responsibilities; develops, plans, and delivers supplemental or site-specific training and orientation sessions
Maintains expertise in laws, regulations, policies, procedures, and best practices affecting eligibility for and management of the FWS program; participates in professional development to maintain working knowledge of federal financial aid and other related areas
Effectively performs other duties as assigned by the supervisor or director.
