General Definition of Work
The Director of Student Programs, Planning, and Placement - Special Projects, under minimal supervision, performs senior level work with considerable decision-making discretion overseeing the planning, implementation, and management of key strategic initiatives within the school district related to student programs, planning, and placement. This role ensures alignment between student records, career pathways, placement processes, and long-term strategic planning efforts. The employee performs advanced and supervisory work to carry out special projects, Board of Education policies and procedures under the direction of the Associate Superintendent of Student Programs, Planning and Placement.
Essential Functions
Adhere to all state, federal, and local laws, policies, and procedures
Lead, manage, supervise, and evaluate assigned programs/staff in the district
Oversee and manage strategic initiatives and special projects related to student placement, records management, planning, and CTE programs
Lead cross-functional teams to plan, implement, and evaluate special projects aimed at improving student outcomes and district efficiency
Develop and maintain timelines, goals, and objectives for each special project, ensuring that each initiative stays on track and achieves desired results
Coordinate with district leadership, school staff, and external stakeholders to ensure the successful execution of special projects
Regularly assess the progress of special projects, identify any barriers to success, and provide solutions to overcome challenges
Manage budgets and resources related to special projects, ensuring effective use of funds and adherence to financial guidelines
Collect and analyze data related to special projects to assess their impact on student achievement, enrollment trends, and program effectiveness
Report on the status of special projects to district leadership, the school board, and other stakeholders, providing updates on successes, challenges, and next steps
Provide strategic direction and leadership for student placement, records management, planning, programs, and special projects across the division
Collaborate with district administrators, school principals, counselors, and department heads to ensure cohesive and integrated planning and implementation of student services and initiatives
Communicate effectively with district stakeholders, including parents, students, staff, and the community, to keep them informed about important initiatives and changes
Advise district leadership on trends and issues related to student enrollment, placement, and program planning, providing recommendations for policy adjustments and strategic actions
Ensure compliance with all applicable state and federal regulations, district policies, and accreditation requirements related to student placement, records, and program planning
Oversee the collection and reporting of data related to enrollment, student placement, program outcomes, and special project progress
Complete local, state, or federal surveys and reports accurately and promptly
Facilitate meetings or professional development, and attend other related meetings as needed/required
Participate in professional development workshops and leadership training
Create an inclusive environment with positive communication/public relations
Perform related work as assigned or required
Knowledge, Skills, Abilities
Thorough in-depth knowledge and understanding of the principles, practices, and procedures of public school system student enrollment/placement policies and school choice programs
Knowledge of North Carolina Standard Course of Studies (NCSCOS) and K-12 curriculum and instructional programs
Knowledge of effective teaching, assessment and best practices for inspired learning
Knowledge of challenges facing large school districts
Ability to develop innovative programs and specialized environments to promote excellence in student growth and achievement
Ability to maintain professional and emotional control under stress
Ability to reflect appropriate response to situations, while maintaining a professional and personal demeanor
Ability to learn and use specialized tools, equipment or software related to business needs
Ability to develop and monitor a budget

Education And Experience
Bachelor's degree required
Master's degree in related area preferred
NC Certification (Teacher or Principal) preferred
Minimum of five (5) years' experience as teacher or school administrator preferred
Equivalent combination of experience and education
Special Requirements
Possess and maintain a valid driver's license or ability to provide own transportation
Travel to school district buildings and professional meetings
