Overview Director, Special Program (Center for Black Culture and Student Success) Division: Student Services • Department: Center for Black Culture and Student Success • FTE: 1.00 • Term: 12 Months/Year • Annual Salary Steps 1 - 6: $119,592 - $138,636 Initial Screening Date: 05/22/2025 • Open Until Filled: Yes Position Description The Director of the Center for Black Culture and Student Success (CBCSS) serves as a champion for Black/African American student success by fostering a strong sense of belonging and identity affirmation while advancing institutional equity and student achievement. This role provides oversight of the CBCSS, which promotes academic excellence, cultural enrichment, and holistic development for students of the Black/African diaspora at Mt. San Antonio College (Mt. SAC). The Director oversees the daily operations of the Center, leading a team to provide culturally responsive workshops, academic counseling, learning communities, and support services aimed at fostering student retention, graduation, and transfer. This role secures and manages state and grant-funded initiatives, including the Umoja project and A2MEND charter, ensuring compliance, impact, and alignment with college-wide equity efforts to build strong campus and community partnerships. The Director advances Mt. SAC’s Student Equity Plan, aligning efforts with the College’s mission, vision, goals, and strategic plan. The position requires student-centered decision-making, experience working with students, collaborative leadership through shared governance, and skills in case management, data-informed decision-making, and designing programs that foster Black/African American student excellence. Definition: Under general direction, manages the assigned special program, serving diverse students from disproportionately impacted communities through counseling, instruction, mentoring, and community building. Plans, organizes, manages, and provides administrative direction and oversight for all functions of the special program, including ensuring program compliance with College and Student Equity guidelines, budget management, and program progress reporting; develops and implements program services as described in campus and Student Equity goals. Provides highly complex and responsible support in areas of expertise. Supervision Received and Exercised: Receives administrative direction from assigned managerial personnel. Exercises general direction and supervision over management, faculty, professional, technical, and administrative support staff. Class Characteristics: This management classification oversees all programs and activities of the assigned special program. Responsibilities include diverse, specialized, and complex work with significant accountability and decision-making. The position independently performs professional work implementing all aspects of the assigned programs, ensuring full compliance with College regulations and policies. This role requires knowledge of student services, counseling functions, instructional strategies, and the ability to implement services for eligible participants as described in College and Student Equity reports. Examples of Essential Functions Plan, manage, and oversee daily functions, operations, and activities of the assigned special program in concert with College policies and procedures. Participate in developing and implementing goals, objectives, policies, and priorities for the program; recommend appropriate service levels and resources; administer policies and procedures. Participate in development, administration, and oversight of the program budget; monitor expenditures to ensure compliance with laws, regulations, and funding requirements. Develop and standardize procedures to improve efficiency and effectiveness of service delivery; assess workload and reporting relationships; identify opportunities for improvement. Select, train, motivate, and direct assigned personnel; evaluate work; address performance issues; implement discipline procedures. Prepare, review, and present staff reports and updates on special projects as assigned. Collaborate with other College departments, programs, and staff on program activities and strategies. Prepare and complete required College reports and respond to information requests from College administration. Lead regular staff meetings and trainings to meet program goals and objectives. Develop and implement annual recruitment and publicity plan; conduct evaluation studies and prepare annual and progress reports for leadership and partners. Establish and maintain relationships with school districts, community leaders, and organizations to encourage participation and coordinate campus projects. Act as liaison with targeted high school officials, College Student Services programs, and community partners to enhance services for participants. Develop and maintain student monitoring systems to ensure program eligibility; maintain departmental files. Lead collection of student data to measure retention, persistence, passing rates, and academic achievement. Research and develop grant proposals; write narratives and complete required forms; maintain contacts with funding agency personnel and partners. Advise, provide guidance, and deliver presentations on issues pertaining to the special program. Manage all special program functions, services, and activities, including campus and educational trips. Maintain documentation and reporting submissions; manage project budgets; develop program data reports. Monitor changes in laws, regulations, and technology affecting operations; implement policy changes as needed. Respond to difficult inquiries and complaints; provide resolutions and alternatives. Foster an environment of belonging related to diversity, equity, inclusion, social justice, anti-racism, and accessibility (DEISAA). Provide quality customer service when interacting with the public, vendors, students, and College staff, including individuals from minoritized groups. Apply critical thinking, sound decision-making, and diplomatic problem-solving in challenging situations. Implement and enforce federal, state, local policies, and Board Policies and Administrative Procedures. Participate in committees and trainings including DEISAA-related activities as required. Qualifications Knowledge of: Principles and practices supporting a diverse, equitable, inclusive, socially just, anti-racist, and accessible academic/work environment. Education and Experience: Master’s degree from a regionally or nationally accredited college or university. Two (2) full-time equivalent years of management/coordination experience developing and leading programs for impacted student populations and working with low income, first generation, or ethnically diverse students. Desirable Qualifications: Experience as a coordinator, supervisor, assistant director, or director in student services or equity initiatives/programs. Proven track record of implementing or overseeing programs/policies related to DEI/DEISAA in institutions serving minoritized populations (e.g., HSIs, AANAPISIs).
