Position Purpose The Director of Student Services provides vision, leadership, management, compliance, programming, professional development, and fiscal oversight in the following areas: Special Education (including Grant Management, Circuit Breaker, Medicaid, Legal Settlements, and Proportionate Share), Rehabilitation Act of 1973 (Section 504), McKinney-Vento/Homeless Liaison, English Language Learning (ELL), Nursing, Guidance, Transportation (as it relates to above populations of students), Home/Hospital Tutoring, Discipline, Student Crisis/Suicide Prevention, Physical Restraint, Student Records/FERPA, Assistive Technology, and Home School/parentally privately placed students with disabilities. Essential Functions Other duties may be assigned. Significant responsibilities include fulfilling the mandates of federal and state laws and regulations as they relate to student services for the school system and ensuring that the variety of services provided for students at all levels are effectively organized and operated in their own right and in such a manner that they are well integrated with the regular instructional program. Work collaboratively with other administrators and staff to establish a positive climate for students' learning in which staff are perceptive and sensitive to students' abilities, interests, and needs. The Director of Student Services will participate with Senior Leadership in making system-wide procedures and policy development decisions. Evaluate programs and/or projects to carry out and achieve objectives within the area of responsibility. Manages and oversees program components (e.g., program design for exceptional education) to deliver services that conform to established guidelines and regulations. Demonstrates experience managing an annual budget for program services and personnel to ensure cost efficiency and effectiveness. Demonstrates knowledge of MA Special Education laws, processes, procedures, and experience in monitoring all components of special education compliance, federal grants, circuit breaker, and Medicaid claims. Performs personnel functions (e.g., interviewing, evaluating, supervising, etc.) to maintain adequate staffing, enhance personnel productivity, and achieve objectives within the budget. Demonstrated commitment to personal, professional growth and ongoing learning, along with the ability to lead teams across multiple departments ESSENTIAL AREAS OF LEADERSHIP RESPONSIBILITIES: Special Education Section 504 English Language Learning (ELL) Program McKinney Vento/Homeless Liaison Hospital/Homebound Instruction Home-schooled and parentally privately placed students with disabilities Out-of-District placements Counseling/Psychologist Nursing Compliance/Tiered-Focused Monitoring System Legal Issues Student Services Budgets Federal Grants/Circuit Breaker/Medicaid Supervision Supervises employees in the Student Services Department. Responsible for the overall direction, coordination, and evaluation of Special Education, 504, ELL, and grants. Carries supervisory responsibilities per the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. • Valid Massachusetts educator license: Special Education Administrator, SEI Administrator Endorsement Education and experience • Master's degree and a minimum of 3 years of school and/or district-level leadership experience with proven performance in previous administrative positions. • Demonstrated understanding of MA General Laws and Massachusetts Department of Elementary and Secondary Education policies and procedures Other Skills And Abilities Must be able to transport between school buildings, districts, and cities. Ability to apply knowledge of current research and theory in a specific field. Demonstrated leadership ability and a general understanding of issues and problems in all disability areas of special education. Ability to establish and maintain effective working relationships with students, staff, and the community. Ability to communicate clearly and concisely both in oral and written form. Ability to perform duties with awareness of all district requirements and Board of Education policies.
